SAWA Board Members

SAWA is governed by a five-member board comprised of one representative each from four resource conservation districts (RCDs) within the watershed, and one representative from the Orange County Water District. The four RCDs are the Inland Empire RCD (IERCD), the San Jacinto Basin RCD (SJBRCD), the Riverside-Corona RCD (RCRCD) and the Temecula-Elsinore-Anza-Murrieta RCD (TEAM RCD).

SAWA Management

Brian J. Brady
Executive Director

Executive Director Brian J. Brady is responsible for the overall operations of the Santa Ana Watershed Association and reports directly to its Board of Directors.

A registered Civil Engineer and Licensed Land Surveyor, Dr. Brady holds an engineering degree with an emphasis in Water Resource Management, an MBA in Finance, and a doctorate in Organizational Leadership.

Jennette El Morsy

Administrative Manager

Jennette is responsible for ensuring SAWA’s compliance with the terms of the public works contractor’s regulations and performing prevailing wage payroll and recordkeeping requirements. She maintains all safety and training records, verifying all employees are familiar with SAWA and Cal OSHA safety requirements. Jennette oversees hiring, including the Homeland Security E Verify Program and criminal and DMV auto background checks. She has been with SAWA since 2008.
